The requirements for plan submittal are set forth in Chapter 2 of Denver Water's Engineering Standards. This checklist is meant to emphasize those items that will be required in the initial plan submittal. This should speed up the Plan Review process.
A cursory/initial review of the plans will be done by Sales Administration upon submittal of the plans from the Distributor/Engineer prior to internal Department routing. Water plans that are incomplete or require significant modifications to comply with Denver Water's Engineering Standards and Checklist Requirements will be returned to the Distributor/Engineer without further internal Department review or action. Plans that are submitted for review should be as complete as possible, organized and presented in a clear understandable format. Additional information or changes to the plan will be needed before final approval of the plans. Please see Chapter 2 for complete details.
An initial conceptual review by Denver Water prior to a formal plan submittal may be helpful in avoiding or resolving service issues, main sizing, system layout and plan review time. This meeting should help prevent any misunderstandings or problems caused by the redesign of the water system or easement preparation(s).
A. The Cover Sheet
- Contact list (Engineer, utilities, surveyor, Denver Water, water district if applicable)
- Summary of quantities table
- Fire flow data
- Fire department signature block
- Vicinity map showing major cross streets and site location and north arrow.
- Index
- Title across top and title block with scale and pertinent information pertaining to the engineer
- Pertinent information pertaining to the surveyor, elevation, horizontal datum, L.S. number and signature block
B. General Notes
- These notes are to be on a separate sheet and may be combined with Private District notes
C. Utility Sheet(s)
- Existing and proposed utilities
- Easements and street R.O.W.
- Street names
- Proposed and existing addresses
- Existing and proposed water mains including valves and hydrants with size and type of pipe
- Outdistance of existing mains from the property line
- Water main conflicts with existing or proposed utilities
- Surface material (concrete, asphalt, landscape)
- Trees, fences, retaining walls, railroad, light rail tracks, detention ponds, ditches, tunnels, footers, wing walls, approach slabs, medians
- Title specifying utility sheet
- Legend
- Lot lines
- Contour lines
- Future planned facilities
- Key map for multiple sheets
- Matchlines at breaks of streets or on multiple sheets
- Footprints of buildings to be served, identified by street address if available or block and lot number. For multi-family residential buildings, indicate number of units. Clearly indicate property lines and common-ownership areas
- Domestic and irrigation services, including tap, curb stop or PL valve, and meter location all called out by size. Include entire length of service to building being served or point of connection to irrigation system.
D. Water Only Sheet(s)
- Existing and proposed easements and street R.O.W.
- Existing and proposed water mains including all valves, hydrants, size of main and type of pipe
- Denver Water hydrant identification number for Denver plans
- Outdistance to proposed and existing water mains from the property or easement line
- Dimension to new connections from existing valves in all directions for reference and shutout of water main.
- Pipe lengths between all proposed fittings (this length does NOT include small domestic taps)
- Add Isolation valve between all hydrants
- Fireline tap numbers associated to all proposed and existing firelines
- Domestic tap number 3” and over in size
- “X” out mains to be abandoned
- Cut off of fireline or domestic connections to be performed at the tee with the valve removed
- Key map for multiple sheets
- Matchlines at breaks of streets or on multiple sheets
- Lot lines
- Legend
- Title specifying Water Only Sheet
- Domestic and irrigation services, including tap, curb stop or PL valve, and meter location all called out by size, and service line to 5 ft past meter pit or vault. If curb stop/valve or meter pit/vault will be in paved area, include letter requesting variance and justifying why it is needed
- For proposed indoor meter installations, include copy of approval for use of inside meter from Customer Service Field Manager
- If plans are for work outside of the City and County of Denver, the plans must reference the Distributor's name and be accompanied with a signed Private Pipe Application. The Plan Review Fee is required on all initial plan submittal. The inspection and reproduction fees, can be paid at a later date
E. Detail Sheets
- Include all appropriate Denver Water detail sheets for items included in the project (for example, hydrant details, service line and meter pit details, air valve assembly and manhole details, etc.)
F. Rights-of-Way
The easement package is not required at the time of the initial plan submittal. However, once the alignment of the main is set, a complete package should be submitted to Denver Water's R-O-W Section. Please keep in mind the easement process takes approximately 8 to 12 weeks. The easement submittal must include the following:
A. The recorded plat or street dedications.
B. Inside Denver and Total Service: A complete easement package, per Chapter 4 of Denver Water Engineering Standards. Package is to include:
- AutoCAD disk of easement, drawn to Engineering Standards' specifications
- Title commitment with legal description of easement area only — a commitment for the entire property or for fee simple conveyance is not acceptable
- Legible copies of all documents referenced in the B-2 (Exceptions) portion of the title commitment.
- An exceptions map showing the proposed water line easement and all exceptions.
- A copy of the overall site plan.
- A copy of the recorded or unrecorded plat if available and/or applicable or ASCM
- A letter of request that Denver Water accepts the proposed easement, giving the name of the property owner (grantor) and the person(s) authorized to sign
C. In Read and Bill and Master Meter Areas:
- AutoCAD disk of easement, drawn to Engineering Standards' specifications
- Copy of the fully executed and recorded easement agreement
D. Any variation from Denver Water's easement requirements, easement form, or Engineering Standards must be requested by letter to Sales Administration and approved by Denver Water in writing.
E. Incomplete easement packages will not be accepted and the package returned. See Chapter 4 of Denver Water's Engineering Standards for details.
G. Cad Requirements
- Write project name and ID number on disc
- If X-references are not bound to drawings then make sure all X-references are sent on a disk
- Ensure all images, shape files and any other pertinent files are on disk
- Run audit and purge registered applications before burning drawings on to disk
H. Conservation
A. If there are irrigated areas of 5 acres or more (or more than one acre if owned by the City and County of Denver) a recycled water irrigation and efficiency review (if applicable) must be conducted by Denver Water based upon the following submittals.
- Irrigation Plan
- Landscape Plan
- Water Budget
B. If the irrigated area is less than 10 acres and not owned by the City and County of Denver, only an irrigation plan is required.
