Hydrant Use Policy

Consumption charges $10.36 per 1,000 gallons effective Feb. 8, 2010

  • For the City and County of Denver
  • Denver Water’s Total Service areas
  • Read and Bill Service areas

All Water Consumption must be reported on or before the end of the day on the 15th OF EACH MONTH and paid to Denver Water on a monthly basis for the 12 months of the life of the permit. If there is no usage for a particular month, please report the last reading submitted prior to that month.

NO EXCEPTIONS. FAILURE TO REPORT MONTHLY METER READINGS WILL RESULT IN A $50 PENALTY FEE ASSESSED FOR EACH METER THAT HAS NOT REPORTED, REGARDLESS OF USAGE.

Meter readings must be submitted by approved and available means determined by Denver Water. Hydrant meter reads can be faxed to 303-628-6046. It is the responsibility of the permit holder to ensure readings have been received. ALL INVOICES MUST BE PAID WITHIN 30-DAYS. Verbal meter readings will not be accepted.

I. Hydrant Permits:

3-inch meter and a RPZ backflow preventer or notarized air gap will be required for compaction, construction, demolition, dust control, hydro mulching, landscaping, pressure washing, sewer flushing, and street cleaning, etc.

A. Tank Trucks — tank trucks that hold less than 1,500 gallons require a yearly non-refundable permit fee of $250.00 per permit, per meter, plus monthly consumption charges. Tank trucks that hold greater than 1,500 gallons require a yearly non-refundable permit fee of $1,000.00 per permit, per meter, plus monthly consumption charges. RPZ backflows and air gaps must be certified. Proof of certification must be presented at time of application or renewal.

B. All other uses require a yearly, non-refundable permit fee of $1,000 per permit, per meter, plus monthly consumption charges. RPZ backflows and air gaps must be certified and submitted at time of application or renewal.

C. Contractor(s) working for a Water District who is a Read & Bill Distributor will require a yearly non-refundable permit fee of $250.00 for work within that district.

D. All permits expire 12 months from date of issue. Any past due invoices must be paid in full before renewing a permit. When a permit expires, the meter must be returned to Denver Water’s Meter Shop for annual calibration. An adapter may be requested from the Meter Shop for use during the calibration of the meter. It is the permit holder’s responsibility to return the adapter to the Meter Shop within two (2) business days after notification by the Meter Shop that their meter is ready. If the adapter is not returned within the two days, a late fee of $250.00 will be assessed against the permit holder.

E. The permit holder is responsible for any water use through the hydrant meter. Monthly meter readings are required to be submitted to Denver Water Sales either mailing or faxing the meter reading card. The meter readings must be received by Denver Water no later than the end of the day on the 15th of each month. Verbal readings will not be accepted.

F. The permit holder is responsible for ensuring that the meter attached to any Denver Water hydrant is supported properly. Any damage which may occur to a hydrant due to neglect on the part of the permit holder or its employees will be charged to the permit holder. See diagram for proper supporting of the meter.

G. If permit holder (or its employees) is not using a tank truck with an air gap; a certified RPZ backflow prevention assembly must be elevated (never on the ground) and attached to the hydrant with proper support of the meter and RPZ when in use.

H. Annual testing of the RPZ backflow preventer will be required, and is the responsibility of the permit holder. Annual test results must be sent to Denver Water Sales Administration.

I. Sub-contractors may be allowed to use a permit holder’s meter, permit holder must provide documentation to Denver Water indicating the Sub-contractor has permission to use Permit Holders meter. Without this documentation Denver Water may consider the meter stolen and confiscate the meter, backflow device and hose.

J. A hydrant wrench must be utilized to open the hydrant. Any other device used on the hydrant will cause damage to the hydrant and could result in a violation. The valve must be opened fully in order to ensure proper use of the hydrant.

II. Temporary Permits - NOT FOR CONSTRUCTION USE

Specific use for a temporary permit is at the discretion of Denver Water.

Anything that constitutes a waste of water will not be allowed. The filling of pools for apartment complexes, HOAs or residential pools is not acceptable. There will be no extension of the 10-day maximum permit per calendar year. Temporary permits are valid for specified hydrant(s) only. Use is limited to permit holder or specified agent(s) of permit holder.

10-Day Temporary Permit, 3/4 inch adapter

A. Permits for a 10-day maximum and a 1-day minimum can be obtained through Denver Water. Valid uses will be determined at time of application request, and inspection of the use will be performed by a field personnel. Uses other than stated in the permit may result in a violation to the permit holder for unauthorized water use.

B. The fee for a temporary permit for a ¾ inch adapter and approved backflow device is to be paid at time of application. The permit holder will be assessed a $250.00 fee for failure to return the adapter and backflow device.

  • Rates are subject to change due to either rate increase or drought conditions.
  • Permit may be suspended and or modified due to drought conditions.
  • No refunds will be offered.
  • Denver Water no longer offers 3-inch adapters for non-construction use.

C. Denver Water has installed a Watts #8B hose bibb vacuum breaker (HVB) in lieu of the required RPZ backflow prevention for the ¾ inch adapters. These HVB meet the backflow prevention requirements, however all other rules and regulations still applies. Please take note, this method of backflow prevention does not protect against back pressure and cannot be subjected to more than 12 hours of continuous usage.

Criteria for Violations

Hydrant Use Violations

The following are considered hydrant use violations and a Denver Water Field Representative may issue a violation for the following reasons:

  1. Use of a hydrant meter with an expired or a revoked permit.
  2. Failure to properly support the meter when attached to a Denver Water hydrant.
  3. If the permit holder is not using a certified RPZ backflow prevention assembly when air gap is not present.
  4. If a sub-contractor (or third party) is using the permit holder’s meter without providing Denver Water with proper documentation stating that the permit holder has given permission for the use of the meter.
  5. Failure to elevate RPZ backflow prevention assembly while in use.
  6. If the permit holder uses a pipe wrench or any other device other than a proper hydrant wrench
  7. Equipment in disrepair resulting in water waste.
  8. Other unauthorized use, misuse, theft or other dishonesty involving Denver Water hydrants or hydrant water use.

Hydrant use violation fines: $500.00

Multiple violations will result in loss of all hydrant use privileges and the denial of any future hydrant permits. Additional unauthorized use of hydrants, after loss of privileges, may result in criminal and/or civil charges against the permit holder.

Revocation of Hydrant Permit

Denver Water has the right to revoke all existing permits issues to a permit holder, for the following reasons:

  1. Failure to pay Denver Water invoices promptly.
  2. Failure to report meter readings.
  3. Numerous violations issued to permit holder within the same permit calendar year.
  4. Any other unauthorized use, misuse, theft or other dishonesty involving Denver Water hydrants or hydrant water use.

Adapters Loaned During the Term of the Calibration

An adapter may be requested from the Meter Shop once the company has dropped off the meter for calibration. The Meter Shop will notify the company that the meter is calibrated. If the adapter is not returned within two working day of the Meter Shop notification, there will be a late fee $250.00 posted against the loaner account.
