Moffat Collection System Project
Environmental Impact Statement (EIS)
Phase IV(a): 8/10/05
The purpose of the Moffat Collection System Project is to develop 18,000 acre-feet per year of new, annual firm yield to the Moffat Treatment Plant and raw water customers upstream of the Moffat Treatment Plant. For more information about why this new supply is needed, please refer to the Purpose and Need Statement for the Moffat Collection System Project (PDF).
The U.S. Corps of Engineers (COE) is now preparing the Environmental Impact Statement (EIS) to study options and the impacts of each option proposed by Denver Water.

- Public consultation (completed November 2003), as required by the National Environmental Policy Act (NEPA)
- Preparation of Moffat collection system project scoping summary report (completed February 2004) (PDF)
- Draft Environmental Impact Study (Due out early 2008)
A draft EIS is expected in early 2008. Many factors could delay this date. Any changes to the expected draft EIS release date will be posted on this web site.
Public Consultation
In October 2003, the U.S. Corps of Engineers (COE) conducted a public consultation project to satisfy National Environmental Policy Act (NEPA) requirements. Public comment on Denver Water’s proposal (above) for the Moffat Collection System Project was gathered during three public meetings. The meetings were advertised in regional and local papers and were held in three separate locations: Boulder County, Denver, and Winter Park. The public were also invited to submit written comment to the COE, up until November 7, 2003. The public will have another chance to comment in after the draft EIS is available in early 2008. Denver Water will announce public meeting times on the web site as information develops.
Moffat Collection System Scoping Summary Report (PDF)
Note: Due to the length of the report, only a summary excerpt is posted here. The report in its entirety is available for inspection at Denver Water during regular business hours. Contact Denver Water Manager of Water Records and Document Administration, Duncan McCollum, 303-628-6414.
Draft Environmental Impact Study
This document is due out in early 2008. The COE has invited the U.S. Environmental Protection Agency, Federal Energy Regulatory Commission, and the U.S. Forest Service to be cooperating agencies in the formulation of the EIS.
Questions?
Denver Water and the COE know it is critical that neighbors and those potentially affected by any alternatives know of this study and the public process/meetings which were conducted to discuss options and analysis needed. The COE is the lead agency responsible for the study and analysis, so if you have suggestions and/or concerns, you need to direct your comments to the COE. Denver Water is also interested in your comments and will answer what questions it can at this point. Send questions to publicinformation@denverwater.org. Denver Water will also provide more information on the process on this web site as it becomes available however, any official correspondence needs to be with the COE.
