For all services with meters smaller than 3 inches, all water used at the property must be metered and billed. Until a meter has been set and the installation passes an activation inspection, no water may be drawn through the service connection.

For services with meters 3 inches and larger, it may be necessary to have water service for construction purposes before it is practical to install the water meter. In those cases, water for construction purposes may be obtained through a temporary fire hydrant meter.
