When is a Plan Review required?
Denver Water requires that all projects involving installation of a 3-inch and larger connection must be reviewed and approved prior to construction.
If a project contains any one of the following, a Plan Review is required:
- Main extensions for new development.
- Fire hydrants.
- Fire sprinklers and domestic connections 3-inch and larger.
- Water line relocations or modifications.
All existing and new 2-inch and smaller taps are required to be included in the overall plan. However, if the project consists of only 2-inch and smaller taps, a Plan Review is not required.
Plans shall be prepared, stamped, and signed by a PE licensed by the State of Colorado. CAD files must meet the requirements and specifications detailed in Denver Water’s CAD Standards External Requirements. Any deviation from these standards will result in plan rejection.

Denver Water’s approval of plans and specifications expires after one year of inactivity
Effective Jan. 1, 2023, Denver Water is implementing mandatory computer-based training for all design engineers that submit plans for review.
FAQs
How many times may I take the quiz?
There’s no limit to the number of retakes.
Do both the engineer PE seal and submitter need to be approved?
Yes, both must be on the approved list.
Does Denver Water remove submitters after approval?
Submitters will be evaluated on a case-by-case basis. The intent with this training is to educate customers on common errors on plan submittals.
How often will the training and quiz be required?
This is still being determined. Significant changes to the plan review process or standards may trigger a refresher.
Are approvals given to engineering firms or individuals?
Individuals interested in submitting plans will be required to take the online training and pass the quiz.
What’s considered a passing score?
80% or greater.
If my project is currently in review, will the review continue without the online training?
Yes. This is only a requirement for new projects submitted after Jan. 1, 2023.
Is this required for all review types?
No. This is only for standard plan review projects. The following review types are exempt: irrigation reviews, distributor capital improvement projects, and external driven special projects (conduit projects).
If I’m an approved sender and I move to a different company, will the test need to be retaken?
No, the assessment does not need to be retaken. Once you’re approved all we need is an updated email to update your record. You may submit your new information to watersalesplanreview@denverwater.org to request an update.
